EBONYI STATE MINISTRY OF AGRICULTURE ALLOCATES LAND FOR FARMING.


The Ebonyi state ministry of Agriculture has allocated two hundred hectares of land for irrigation at Ishielu Local Government Area for rice cultivation.
During an inspection of the allocated areas of land, the commissioner for Agriculture and Natural Resources, Mr. Uchenna Orji described the agricultural programme of the state under the leadership of Engr. David Nweze Umahi as a revolution in action as state government is providing farmers with agricultural inputs.
Mr. Orji said the state government has commenced construction of twenty kilometers ring roads in respect of agriculture across the state including the on-going Ishielu farm roads project.
The commissioner charged the agric extension officers to allow any farmer with receipt of the allocated portion to start farming and called on the contractors in charge of the road project to speed up the completion.
On their part the state farm programme coordinator, Mr. Sunday Ituma and Mr. Peter Okorie thanked the state government for allowing farmers and indigenous contractors to participate in the projects.

 

SOUTH-EAST, SOUTH-SOUTH LAWMAKERS OPPOSE GRAZING BILL


Lawmakers in Nigeria’s South-south and South-east geo-political zones have opposed the proposed grazing bill of the federal government.
The legislators also urge their counterparts at the National Assembly to kick against the bill, saying it is not in the interest of the nation’s unity.
The opinions were formed when they converged at Owerri, the Imo State capital, south-east Nigeria for the first parliamentary session of South-south and South-east State Assemblies to discuss the issues bothering on the proposed grazing bill as well as issues of militancy and bombings in the Niger Delta.
In his welcome address, the host and Speaker of the Imo State House of Assembly, Rt. Honourable Acho Ihim, hinted that the South-south and the South-east states have many things in common in the region, not leaving out challenges, stressing the need for the first joint parliamentary session to bid a way forward in addressing their challenges.
Reacting to the grazing reserve proposals and activities of herdsmen in the geo-political zones, a lawmaker from Abia moved a motion on the position of legislators in both region.
After much deliberations and contributions, the legislators opposed the grazing bill, urging all Assemblies in the region to pass bills restricting cattle rearing and prohibit grazing of cattle from one location to another.
They insisted that the proposed bill to establish and control grazing routes and reserves should be rejected.
After the session, some of the lawmakers hinted that the theme of their gathering would go a long way to unite the South-south and South-east zones, as well as Nigeria in general.

EBONYI STATE GOVT SUSPENDS THE PROPOSED UNIFIED PROMOTION EXAMINATION FEES.


The Ebonyi State Executive Council in its weekly meeting resolved to suspend the proposed unified promotion Examination fee and directed that those who have made such payment should be refunded.
Salt FM correspondent takes a look at the readiness of the Head Teachers, Principals and the State government to refund the money to the payers.
The unified Examination is to ensure that standard is brought back to the educational sector as well as give rewards to teachers whose students excel in the examinations.
This perhaps may be the reason Ebonyi State government came up with a plan to introduce unified examination in the state but since it has been suspended, what are the payees doing to refund the money collected to the payers, Mrs. Nnenna Obasi is the principal Urban Model Secondary School, Abakaliki.
The vice principal, Administration, Abakaliki High School, Presco, Mrs. Christiana Okonkwo said the principal Mr. Donatus Ovuoba had informed the students of the development and was ever ready to refund the money to them.
Some parents who spoke to EBBC including Mrs. Cordelia Ogayi and Mr. Augustine Nwafor lauded the state government for taking such bold step.
A student of Abakaliki High School, Presco, Master Amos Mbam explained that the introduction of unified examination would have helped to enhance the standard of education in the state.
Other students including Master Chibuike Onele and Miss Favour Elliot also have these to say on the decision of the state government.
However, the state commissioner for Education, Professor John Eke said the decision to suspend unified examination fee was taken following the way some Head Teachers and Principal abused the programme.
On what government is doing to ensure that the principals and Head Teachers comply with the directive before the expiration of the seven days ultimatum, Professor Eke has this to say.
The commissioner said the present administration in the state under the leadership of Engr. David Nweze Umahi was committed to bettering the lots of Ebonyi people and warned that any principal or Head Teacher who fails to refund the money would be sanctioned.


 

Ebonyians applauds Govt decision to establish farm settlements

The decision of Ebonyi State government to boost food production by encouraging establishment of farm settlements in the state has been considered as a wise thought.
Salt FM reporter Samuel Nweke recently visited one of the already existing farm settlements in the state, known as Ozara Okangwu farm settlement, Amasiri in Afikpo North Local Government area from where he filed this report.
The Ozara Okangwu farm settlement was founded by the federal government in 1971 to resettle returnees from Equatorial Guinea.It was located at a border between Oso Edda, Amasiri and Mgbede Akaeze in Ivo local government area with about five thousand residents.
Due to inability of the Federal Government to maintain the settlement in area of provision of basic infrastructure, the initial occupants of the farm settlement abandoned the settlement.However, due to the arable farm land, some farmers from different communities from the state gathered to live at the settlement despite absence of basic social amenitiesWhen salt FM reporter visited the farm settlement which is about six kilometers away from Amasiri Town it was observed that the residents were predominantly farmers with poor living condition.
A community leader in the area, Pastor Idam Ogbonnaya who spoke in an interview said the community needed the assistance of government to boost agricultural production through provision of improved seedlings, mechanized farming, processing machines and access roads for evacuation of their farm produce.
Pastor Ogbonnaya said the community majored in rice, cassava, groundnut and palm oil production in commercial quantities but regretted that poor road network and other factors had adversely affected their farming activities.Other residents of the farm settlement, Mr. Ogbonnaya Ogbu and Chief Ogbonnaya Anya explained that high cost of transportation owing to bad state of their road and absence of functional market in the locality had hampered their production.
They said a situation whereby a farmer spend between one thousand and one thousand five hundred naira on motor cyclists to transport their commodity to the market was regrettable.The farmers promised to increase their production if basic infrastructure were provided for them assuring that food products from the settlement were capable of feeding the entire state.
Meanwhile, the Ozara Okangwu farm settlement which has over three thousand hectares of land with over five thousand inhabitants has one functional primary school, with few teachers, no health facility, one water bore-hole and total absence of electricity, a situation which the residents said made it difficult for them to process or preserve their food products and appealed for government’s intervention.

 
 

Ebonyi Assembly to issue arrest warrant on LP chief, others by Ogochukwu Anioke.

The Ebonyi State House of Assembly has threatened to issue a warrant of arrest against some companies and contractors, including Labour Party’s (LP’s) governorship aspirant in last year’s election, Mr. Edward Nkwegu, for allegedly refusing to appear before its committee.
The Chief Whip and Chairman of the Ad Hoc Committee investigating the state’s housing projects, Chike Ogiji, gave the warning yesterday in Abakaliki, the state capital.
The lawmaker warned that the companies and contractors would be arrested, if they failed to appear before his committee tomorrow.
Those who also risk possible arrest include a former Commissioner for Education, Chibueze Agbo, as well as his father, Eze Chibueze Agbo, who is the traditional ruler of Mgbo community in Ohaukwu Local Government Area.
Their company, Eze Chibueze Agbo and Sons, was also listed as possible defaulters.
 



The contractors listed to appear before the committee are: JMK Construction Company Limited, Costain west Africa, Aguiyi Nigeria Limited, Phinotech Nigeria Limited, Angele Standard Limited, Zim Engineering Limited, Eze Chibueze Agbo and Son, Namik Construction Commerce Limited and Fred Technical Limited.
Others are: CAT Construction Group, Danesworth International Limited, WATA Construction Limited and Tonimann Integrated Limited.
Ogiji said the warrant of arrest was in line with the constitutional powers of the Assembly to probe the affairs of any person, authority, ministry or government departments, as stipulated in Section 128, subsection 1B of the 1999 Constitution (as amended).
The lawmaker also cited Section 129, subsection 1B, which states that “an issue of warrant to compel the attendance of any person who, after having been summoned to attend, fails, refuses or neglects to do so and does not excuse such failure, refusal or neglect to the satisfaction of the House of Assembly or committees, and orders him to pay all costs which may have been occasioned in compelling his attendance or by any reason of his failure, refusal or neglect to obey the summons shall be recoverable in the same manner as a fine imposed by a court of law”.
He said the Assembly would do everything within its powers to compel the companies to obey the rule of law and be held accountable for their actions.
But Agbo said his company had always sent representatives to the Assembly anytime it was summoned.
He said: “We are partners in progress with the government. We cannot refuse to appear. Anytime they call on us, we will appear.
“The Assembly is doing its lawful duties and we don’t have any problem with it. We will appear on the appointed date.”
Efforts to reach Nkwegu were unsuccessful as he did not answer the calls to his mobile phone.

gov dave Umahi disowns accounts on Facebook, advises public to beware of fraudsters



  The Governor of Ebonyi State, Engr. David Umahi, has disowned cloned social media accounts bearing his name and pictures which are being used to defraud unsuspecting members of the public.
Umahi, in a statement on Monday by his spokesman, Mr. Emma Anya, advised the public to dishonour such accounts on Facebook, Twitter and other social media platforms.
The statement reads in part, “The attention of Engr. David Umahi, the governor of Ebonyi State has been drawn to the existence of accounts on Facebook, Twitter, etc operated by unscrupulous individuals asking unsuspecting people to apply for jobs and contracts on the social media by paying for forms.
“One of such accounts on Facebook asks people to pay to one Dr. James with mobile telephone number 0813 939 3872.
“Governor Umahi does not directly or indirectly operate accounts on Facebook, Twitter and other social platforms. When he decides to, the public would be informed accordingly.
“His Excellency will never ask anyone to pay for jobs or contracts as being demanded by the impersonators. The general public is therefore advised to dishonour such demands. People should be extremely careful with those they transact business with on the social media, especially those claiming to be public office holders.
“Ebonyi State Government publishes contracts, job vacancies and other activities in newspapers and not on social media platforms.

Abia governorship confusion deepens…as two courts give conflicting judgements



      The confusion over the Abia State governorship seat deepened on Friday with two federal high courts giving conflicting judgments on the matter.
A  Federal High Court, Abuja refused to vacate its June 27 order  that the state Governor, Okezie Ikpeazu,  should be removed for presenting fake tax documents.
It also held that the certificate of return, which the Independent National Electoral Commission, on June 30, issued the plaintiff in the suit, Uche Ogah, was valid.
But in Owerri, another Federal High Court dismissed a suit filed by another Peoples Democratic Party’s governorship aspirant, Friday Nwosu, against the election of Ikpeazu on the grounds that the governor’s tax documents were forged.
Ruling on the suit, Justice A.I. Allagoa, said Nwosu could not prove that the tax documents were forged.
Justice Okon Abang of the Federal High Court in Abuja had on June 27 ordered the removal of Ikpeazu on the grounds that the tax documents were forged.  He directed that Ogah, who was later given certificate of return by INEC, should be sworn in as Governor of Abia State.
The governor subsequently headed for an Abia State High Court in Osisioma to obtain an order which restrained the state Chief Judge from swearing in Ogah.

On Friday in Abuja, Ikpeazu failed in his bid to stop the execution of the June 27 order of Justice Abang.
In separate rulings on Friday, Justice Abang dismissed the two motions filed by Ikpeazu and the PDP, seeking an order for stay of execution of the June 27 judgments of the court pending the hearing of their appeals against the verdicts.
The judge ruled that there was nothing left to be stayed since INEC had already complied with the two judgments of the court delivered on June 27 by issuing fresh certificate of return to Ogah as directed in the judgments.
The judge heard submissions and delivered bench rulings during the proceedings that lasted over seven hours.
He ruled that the orders made in the June 27 judgments with respect to the two cases numbered, FHC/ABJ/CS/71/2016 (personally filed by Ogah) and FHC/ABJ/CS/1086/2014 (file by one Obasi Uba Eleagbara), remained valid.
“The orders made in favour of Dr. Sampson Ikpeazu in respect of this case (FHC/ABJ/CS/1086/2014) remains valid until set aside by the Court of Appeal,” Justice Abang ruled.
The judge also validated the certificate of return issued to Ogah by INEC, saying it was done in compliance with the court’s judgments.
He ruled “The judgment has been executed. The Certificate of Return has been issued in favour of Dr. Sampson Ogah as Governor of Abia State.
“There is nothing to be stayed here. Again, there is no evidence before the court to show that the certificate was issued after service of the motion.
“No evidence to show that the certificate was issued after service of the motion on INEC if at all the motion was even served.
“Counsel that appeared for INEC on July 4, in a sister suit, which is related to this suit, informed the court that the certificate of return was issued before service of the motion.
 “So the burden was on Dr. Okezie Ikpeazu to prove that the certificate was issued after service of the motion and there is no such evidence before the court.
 “So I’m inclined to believe INEC that the certificate was issued before service of the motion if at all it was served.
 “Therefore, INEC lawfully issued certificate of return to Dr. Sampson Ogah in line with the order of court. The application lacked merit and it is accordingly dismissed.”
Justice Abang also slammed Ikpeazu for approaching an Abia State High Court in Osisioma to obtain an ex parte order  restraining the Chief Judge of Abia State from giving effect to the Federal High Court’s judgment by swearing in Ogah as Governor of Abia State.
The judge held that Ikpeazu had slapped the Federal High Court in the face by obtaining an ex parte order from a court of coordinate jurisdiction to “neutralise” the judgments removing him from office.
The judge held that Ikpeazu having slapped the court in the face he was not entitled to being granted any indulgence by the court.
He ruled, “Dr. Ikpeazu slapped the court in the face. He went to a different court that is of coordinate jurisdiction and obtained an ex parte order that has the effect of neutralising the order of this court.
“He slapped the court in the face; he cannot expect the court to grant him an indulgence. I so hold.
“You cannot flout an order of court and expect the court to listen to you and grant you a discretionary indulgence. It is a serious matter to slap a court.”
The judge awarded N40,000 as cost in favour of Ogah and payable by Ikpeazu.
He also awarded the same amount in favour of Ogah and payable by the PDP.
He ruled that without paying the cost first, both Ikpeazu and the PDP should not be allowed to take any further steps with respect to the proceedings.
The judge earlier dismissed Ikpeazu’s laywer, Chief Wole Olanipekun’s oral application to withdraw the motion for stay of execution following a ruling by the judge refusing to grant an adjournment of the case.
He ruled that it was immaterial that the motion was not orally argued or moved in the open court as he went ahead to determine the motion on its merit.
Justice Abang had in his judgments delivered on June 27, with respect to Ogah’s and Eleagbara’s cases,  sacked Ikpeazu for allegedly disclosing false information in relation to his tax clearance details to INEC in his form nominating him as the candidate of the PDP for the last year’s governorship election in the state.
But a few hours after INEC presented the Certificate of Return to Ogah on Thursday in Abuja, an Abia State High Court in Osisioma issued an order, stopping the state Chief Judge or any other judge from swearing-in Ogah, the governor-elect.
Earlier before Justice Abang affirmed his June 27 judgment on Friday as he had refused to hear Ikpeazu’s application for stay of execution of the judgment filed with respect to the suit numbered FHC/ABJ/CS/17/2016.
He directed that Ikpeazu and Ogah should go to the Court of Appeal to argue the motion for stay of execution which had already been filed before the appellate court.
This he said was because the lawyers to the two of them (Ikpeazu and Ogah) had argued that he (the judge) no longer had jurisdiction to hear the motion on the grounds that the appeal against the judgment had been entered.
But Justice Abang held that though he would not go ahead to hear the motion, the contention that the court no longer had jurisdiction to hear it was wrong.
Ogah’s lawyer, Dr. Alex Izinyon (SAN), agreed that the court no longer had jurisdiction to hear the appeal, but still urged Justice Abang to void the order of an Abia State High Court in Osisioma Division restraining the Chief Judge to swear in his client in after the INEC issued a fresh Certificate of Return to him (Ogah) in line with the June 27 judgment.
But in his bench ruling on Friday with respect to the FHC/ABJ/CS/17/2016 case, the judge held that contrary to Olanipekun’s contention, the provision of Order 4, Rule 11 of the Court of Appeal Rules only regulated interlocutory appeals while the substantive case before the trial court was still pending.
He, however, ruled that he would not go ahead to hear the motion for stay of execution of the court’s judgment since the opposing parties had agreed that he no longer had jurisdiction to hear it.
 Court affirms Ikpeazu’s election, says tax documents not forged
But in Owerri, the Federal High Court affirmed  Ikpeazu as  the Governor of Abia State.
The court struck out the suit filed by Nwosu, seeking to remove Ikpeazu as the governor for allegedly presenting forged tax certificate to the party.
Nwosu approached the court requesting that he should be declared the Abia State governor on the grounds that Ikpeazu was not qualified to represent the party during the 2015 general elections.
But ruling on the matter filed by Nwosu against Ikpeazu,  Ogah, the PDP and INEC on alleged forgery of tax documents by the Governor Ikpeazu, Justice A.I Allagoa said the plaintiff (Nwosu) was unable to prove that the tax documents were forged.
The court ruled that the tax documents were not forged and went further to dismiss the matter.

Pro-Fayose groups stage counter rally

A massive crowd of protesters on Friday took to the streets in Ado Ekiti to declare support for Governor Ayodele Fayose.
The protest held under the umbrella of Ekiti State Private Sector Union came a day after the opposition staged a similar rally asking the governor to waive his immunity and answer corruption allegations against him.
The newly formed ESPSU is an amalgamation of all informal unions in the state.
The state Chairman of the National Union of Road Transport Workers, Mr. Clement Adekola, his counterpart in the Road Transport Employers’ Association of Nigeria, Mr. Samuel Agbede, and the leader of Okada Riders Association of Nigeria, Mr. Dahunsi Olaniyi, were inaugurated as the Chairman, Secretary and Vice Chairman of the union respectively.
Fayose, who inaugurated the executives, boasted that the President Muhammadu Buhari’s government would crumble if it waged a war against him under the guise of anti-corruption war.
The Economic and Financial Crimes Commission has frozen the governor’s accounts with Zenith Bank and some of his associates after allegedly tracing N4.7bn from the Office of the National Security Adviser under Col. Sambo Dasuki (retd.) to them and two sons of a former Minister of State for Defence, Musiliu Obanikoro.
The governor complained that his current travails in the hands of the EFCC and allegations of receiving kickbacks from contractors was masterminded by the All Progressives Congress for the purpose of dimming the chances of his party during the 2018 governorship poll.
He said, “They said I collected a sum of N1.3bn from the office of the former National Security Adviser, Col. Sambo Dasuki to fund my election. Some even said I collected it through Mr. Musiliu Obanikoro. Let me put it on record that I did not know Col. Dasuki and Obanikoro has not come out openly to indict me because he has not returned from abroad.”

Kumuyi in Ebonyi, prays for economic boom




A renowned preacher and the General Superintendent of Deeper Life Christian Church, Pastor William Kumuyi, has declared that the wealth hidden in the land of Ebonyi State would henceforth flow out for the economic well-being of the people.





























Kumuyi, who was in Abakaliki for a one-day Bible Study/ prayer programme organised by the church, on Monday described Ebonyi as a state bestowed with abundant natural resources.
He admonished the people of the state to refrain from sin in order to overcome their economic challenges as it is only through this way that the blessings of God will be made manifest to them.
The cleric, according to a statement by Umahi's Chief Press Secretary, Emma Anya, offered special prayers for the governor and his family, the state Executive Council members and the entire state.
Earlier, Governor Umahi had described Kumuyi's visit as a huge blessing to the people of the state.
He said, "By your coming here sir, our suffering has ended. I thank God Almighty who brought you at a time we needed you most.
"We don't have much to say but we want you to know that we are very expectant. We have faith in our Lord Jesus Christ. The Bible tells us that when God calls a man, he enables him. And we are confident that you are going to bring huge blessing to each and every one of us.
"I know that our state is going to be richly blessed through you."
The event was attended also by the wife of the governor, Rachel Umahi; Deputy Governor Kelechi Igwe; Speaker of the State House of Assembly, Francis Nwifuru; members of the State Executive Council and other top government functionaries.

Gov Dave Umahi: I’ll fulfill my campaign promises within three years





Ebonyi State Governor David Umahi on Tuesday said his administration would fulfill all its campaign promises to the people of the state within three years in office.

He gave the assurance during the flag-off campaign against female genital mutilation by his wife Rachael Umahi in Abakaliki.

Umahi, who added that he would continue to work hard to meet the target, assured continued payment of workers salaries every 15th of the month despite economic challenges.

He announced also that the government would give N500,000 each to 500 women and youths who have good business plan especially in the area of farming as a means of empowering them economically.
He added that once any of them was able to show evidence of N1m in his account at the end of the first year, such person would receive additional N1m to boost his business.
According to the governor, the next batch of 2,100 would be selected and empowered within a very short period in his administration's drive to produce successful farmers and millionaires during his tenure in office.


He said, ‘’ Within three years of our administration, we will fulfill all our campaign promises made to Ebonyi people. In the next two days, we will assemble about 2,600 of our youths and women for empowerment and half of it will be our women. We are going to launch operation one hectre per person.

‘’We will assemble 500 of our women and it is going to be an ongoing process. There will be three women in each ward. What we want to do is to give empowerment of minimum of N500, 000 each to farmers but we won’t give it to somebody who has no plan.’’

On female genital mutilation, Umahi condemned it, saying the law against it will be looked into to provide severe sanction for offenders.

Governor Umahi added, ‘’Our women are gift to us, our women are important to us. We must support them and whatever that pains them, we must fight against it.
I challenge all the women especially those in positions of authority to rise up and fight this female genital mutilation because we want to have complete eradication of it.

‘’The wife of the President is the great friend of my wife. Why I like her most is that she has adopted herself as a mother of all, she is not into partisan politics, she’s travelling round the country and even wives of PDP Governors usually follow her.

‘She doesn’t discriminate; she carries everybody along. And I think that is the kind of love we need. I continue to emphasize unity irrespective of political affiliation; when we have faced election and done with election, let us fear God and continue to live in unity. So, I have so much tremendous respect for this woman. She has taken my wife as her very dear daughter in the envy and jealous of men.

‘’I must thank my wife so much. One of the qualities she has is her humility and passion for the down trodden, she has a large heart."

The lawyers of Lionel Messi and his father Jorge have announced that they will appeal the 21-month prison sentences handed to their clients for tax fraud on Wednesday.
Barcelona star Messi was found guilty of defrauding Spain's tax authority of €4.1 million between 2007 and 2009.
He is not expected to serve time in jail as sentences under two years for individuals with no prior convictions can be suspended under Spanish law.
For this reason Messi's lawyers say they consider the sentence to be "symbolic" but maintain his innocence - as well as his father's - and insist they will continue to fight the decision.

They argue that the case made for convicting Messi, resting on the legality of companies created in Belize and Uruguay, should actually lead to his acquittal.
The appeal will be filed with the Portuguese Supreme Court, with decisions usually reached in less than a year.

Messi has also been fined six weeks' wages (€1.7m) after being accused of using the companies to avoid taxation on his image rights.
